Licensing

Changes took place at the beginning of April to the Licensing and Immigrations Act. Consent forms for change of DPS will require extra information such as date of birth, place of birth and nationality. As part of the application you will also need to confirm you are able to work in the UK. The new forms are located on the home office website.

Security of state is now a consultant on all applications for licenses (more details above).

Emailed separately is Piers initial thoughts following the House of Lords Consultation on the licensing act.

–       Recommended that licensing responsibilities are merged with planning instead of having two separate departments making the same decisions. It is unlikely to happen soon, if ever.

–       Fee’s to be set locally instead of nationally, this will probably mean that they will increase

–       Repealing late night levy’s and EMRO’s

–       Criticism of licensing committees, evidence showed that if they got a decision right it was more by chance. No training given, tended to set their own rules and go by there thoughts rather than procedural.

Purple Flag

Purple flag will be distributing marketing material (stickers, posters etc) and launching a Facebook page to promote that Bristol is part of the scheme.

Leighton will be coming around venues to see if they are interested in taking part in Project Argos training, if you do want to get involved please email him on the address at the beginning of the minutes.

Police

 

Decrease in crime, theft, violence in general (not specific to the late night economy)

Alex will be doing licensing visits again, please make sure you know your license (attached in the email is the checklist that is used during the visit).

HB Fest taking place 21/22/23 July, licensing and police will be out making sure there are no unauthorized events. TENs are likely to be rejected and the police reminded us that need to ensure outside areas do not encroach on pedestrian walkways.

Record all incidents even if they do not happen at your venue so that you can use as evidence at a later date if needed.

BID Update

If BID is successful we have clarification there will not be a LNL in Bristol

Bristol Drugs Project

 

Lots of rough sleepers at the moment, evidence that the more a successful a city becomes the more issues there are with rough sleepers. If you have issues near your venues please report it to http://www.mungos.org/bristol. Please remember this is to get these people help and also to document numbers, at present a low number is reported so therefore it doesn’t appear there is an issue.

Issues were presented around people coming into venues to take drugs, the police reminded us to please report this to the police so that they are aware of the issues and can try sort problem areas.

Trading Update

Reports that it is getting quieter on Park Street and less footfall.

TLT

Everything has gone quiet due to the election.

Lion Tour coming up, get in your TENs asap if you want to show the games. Remember that late TENs can be automatically rejected and you do not have the right to appeal.

Watch out for Noise complaints as the weather starts to get warmer with more residents leaving windows open and outside areas get busier. Get a decent management plan in place before you start to get complaints and try to talk to local residents before they go to EHO. Giving residents a point of contact can help try and resolve complaints before it is taking further.

Purple Flag

We have received confirmation that our accreditation renewal has been successful. We will receive formal notification within the next three weeks which will include feedback on our submission. Police are using new software to record and analyse crime stats called Click. The police will share more in depth info about the stats at the next meeting.

As previously reported over the last six to twelve months there is and will be a reduction of police officers so to aid this and utilize officers on duty new I.T initiatives are being introduced like Click.

As always the police ask to report all incidents to aid intelligence of issues within the city for e.g. like the previous meeting drug use, sexual assaults etc. You can do this on the Avon and Somerset website or also contact your local beat officer (info also on the website).

There had been dissatisfaction feedback to Alex Warren about the changes to BRIO (it was also outlined that Pubwatch wasn’t aware of the changes – officers in vehicles rather than on foot patrolling during the NTE). This has now reverted back to 11pm – 2am officers on foot and then from 2am officers in vehicles.

There appears to be a rise in sexual assaults (although this could also be down to under reported previously). There will be a media campaign next week and during freshers, posters will be also delivered to the venues and also proforma forms to aid data collection of incidents for management and security.

BID Update

The ballot papers will be sent out around 7th June (if you haven’t received it by 12th please contact Keith or Pauline), the ballots need to be received back by 15th July. Please vote whether you support the BID or not. The BIDs initiative is still to support the NTE and as it stands the mayor supports a BID over a late night levy and so did previous mayors. Although there cannot be any confirmation this wouldn’t change with a different mayor it is unlikely that a LNL will be favored over a BID.

PubWatch Meeting  Thursday 7th September 2pm at Pryzm.

Trading Update:

Trader feedback was that this month has been busy due to festival the issues were raised relating to Park Street and City Centre lack of police visibility as police in their vehicles rather than on foot. This meeting was low attendance more than normal. A request was brought up by park street venues if we could have a visit to the new control centre at a future date.

Purple Flag update

The City Centre BID when it goes through will be taking over the running of Purple Flag from Bristol City Council. The BID will feed back more on this at the next meeting when they know the outcome of the vote.

Police Update

The police brought up the new systems they are using and fed back regarding the recent changing in operating in the night time.  They took on board the feed back from city centre traders that the changes has resulted in less visibility on foot for park street and other city centre locations.

Bid Update 

The Bid ballot papers are out and they are awaiting feedback from the vote at the meeting in November they will be able to give full feedback on what the plans are for the night time economy.

Bristol Zero Tolerance campaign 

Charlotte from Bristol Zero Tolerance campaign gave a talk about the importance of the campaign and that Venues in the city should sign up to it to help combat Sexual & Street Harassment

What is Bristol Zero Tolerance? Bristol Zero Tolerance: a city free from gender-based violence, abuse, harassment and exploitation

Bristol Zero Tolerance is a new initiative set up by Bristol Woms Commission working towards Bristol becoming a city free from gender-based violence, abuse, harassment and exploitation. Bristol is the first city in England to take on this challenge and we hope that it will inspire other cities to implement similar initiatives.

This Commission-led initiative works with the City Council and other bodies to bring together existing action on gender-based violence across the city and are encouraging and supporting other organisations to sign up and take action on this important issue. City leaders and major employers across the city are invited to lead by example by signing the pledge and committing to taking at least one action to promote a Zero Tolerance to gender-based violence.

The vision of the Zero Tolerance City initiative is for Bristol to become a city with a zero tolerance approach to gender-based violence, abuse, harassment and exploitation.

About the new format

NITE (Night-time Industries & Tourism Economy) Watch is an industry lead meeting for all that operated in the Night Time Economy in Bristol.( Operating hours 17:00-05:00)

The meeting links together the Night Industries, Police, Bristol City Council’s many divisions which effect, service or regulate the Night Time Economy, Business Improvement Districts, Non for Profits and others which operate in this economy. Hear from projects and services covering the promotion of the night time economy and how you can get involved. You will be able to feed back on the future of the night time economy in Bristol and how you want this forum to evolve to protect the night time economies interests in the city.

The meetings are held every two months at Prism on the Harbourside (check links below for information).At the meetings you will hear from the industry leads, legal experts and from Bristol City Council, Police and The City Centre Business Improvement districts.

This is a meeting where you can hold these to account and ask questions or raise issues as all these services are here to help the Night Time Economy develop and with out feedback from the Industry this can go unchecked.

The event is free to attend and gives you direct access to others in the industry and the authorities to have your say.

Business Improvement District update

On the 1st November 2017 the City Centre Business Improvement District has gone live at the meeting hear from the City Centre Business Improvement district and what their plans are with the million pound budget to improve the city centre and be able to feed back on what you would like to see done.

Bristol City Council Update

At this meeting we have James Roberts from Bristol City Council Licencing Department at the meeting to update the industry on what project Bristol City Council are working on at the moment to help the Night Time Economy and this is where you can feedback to Bristol City Council directly on how they can help the night time economy.

Avon and Somerset Police Update

The police have recently had a large restructure and changed their services to the night time economy, hear information directly from the police and be able to feedback on how you would like their services to improve.

Out of Hand Promotion Scheme

Nigel from Out of Hand will be joining us to do a presentation on their billboard Promotion scheme they now have up and running across the city. This is a great opportunity to have your events point of sale in key locations around the city LEGALLY.
